Most transport megaprojects miss cost at the decision to build — and the people responsible were not fools. Scale, uniqueness, longevity and politics make megaprojects the natural habitat of bias: the first number never dies, the waiver becomes the standard, and the shape locks before anyone examines it. The habitat, not the humans, is where the fix lives.
Bias in Megaprojects: Why Smart Teams Make Bad Project Decisions is a practical Leadership Vault course (~4¾ hours) for leaders with decision authority on megaprojects and large capital programmes — portfolio directors, PMCs, package and gate owners. Through five portfolio projects and one recurring gate panel, you learn to understand how judgment fails and why expertise does not immunise, name the five biases that live in megaproject decisions, triage optimism at the gate into delusion, deception, or not yet knowable, build bias-resistant projects with premortems, red teams, reference classes, decision journals and challenge systems, and run the gate-by-gate Megaproject Bias Audit plus an integrated simulation where you commit or kill.

- Name the five biases: anchoring and the planning fallacy, strategic misrepresentation, normalisation of deviance, escalation and the commitment fallacy, and bias in the room and the controls

- Build bias-resistant projects: run premortems and red teams, work a genuine reference class, keep a decision journal, and wire a challenge line that gets used
- Run the gate-by-gate Megaproject Bias Audit across a portfolio and route each failure to the right fix
- Decide with skin in the game: two commit-or-kill moments in a full-life simulation where every bias arrives in sequence
Who should take this course?
Leaders with gate-level decision authority: client portfolio directors, PMCs, package owners, and gate owners on megaprojects and large capital programmes. The course assumes you sit in or face the decision — not that you build estimates. No statistics or forecasting background is required; prior estimating coursework is helpful but not necessary, and a sibling Decision Making course owns the deeper estimate craft.
