The engineering head reviews every drawing from her functional office, the schedule runs from a controls desk three floors down, and HR owns when people rotate off. The room is full of agreement. It is not full of authority. Everyone briefed, updated and informed — nobody deciding. That is the point where a coherent business case starts quietly failing in definition, and it is a composition problem, not a people problem.

Build the Owner Team That Can Run the Job is a practical Leadership Vault course (~3 hours) for business directors, project directors and the functional leads who must join the team before authorisation. Through the Karrow Sound blue-ammonia export case, you learn to apply the four tests of integration — functions present in scope development, empowered to decide for their function, continuous, and reporting to the project leader — to a live owner team and name who is missing, operations first; to diagnose a weak matrix and call skeleton staffing what it is, a decision to fail; to time core-team formation at reasonably likely rather than sure, structured through the business-director/project-director hinge; to stop doing the function work that keeps functions off your team; to hold the scarce seats owner-side — because staffing is not a course; and to run the four integration instruments with a cadence that holds before the gate.

What you will learn

Who should take this course?

Built for business directors and project directors in owner organisations, plus the functional leads — engineering, operations, maintenance, commercial, controls, HR — they need on the team before scope is frozen. You should be standing six months to a year from an authorisation gate where the owner team around you is thin, borrowed, or still waiting for the project to be sure. No prior Protrain course is required, and no matrix-organisation theory is assumed — just the discomfort of leading a room that agrees with everything and decides nothing.
